Media Council imposes fines over excessively loud advertisements

The Media Council of the National Media and Infocommunications Authority (NMHH) imposed fines on several media service providers over the volume level of their advertisements. It also sanctioned a media service provider for breach of contractual obligations.

The media service provider of Körmend FM radio committed an infringement by failing to broadcast a sufficient amount of public service content, local public affairs content, news and minority-language content during the programme week of 4–10 September 2025, and also breached its contractual obligations regarding the speech-to-music ratio. As a result, the Media Council imposed a fine of HUF 80,000 on the media service provider, Rádió 8 Körmend Kft., and obliged it to publish a notice of the violation.

The Media Council regularly checks whether the volume level of advertisements complies with statutory requirements. In the third quarter of last year, the Media Council found that Duna Médiaszolgáltató Nonprofit Zrt. violated the statutory provision on the volume level of advertisements, teleshopping commercials and trailers, as well as the volume of audio alerts signalling their broadcasts, on a total of 15 occasions across the M1, M4 Sport and M5 channels. The Media Council imposed a total fine of HUF 1,050,000 on Duna Médiaszolgáltató Nonprofit Zrt., and a fine of HUF 10,000 on the executive officer of the media service provider, due to the repeated nature of the infringement. In the same period, Hír TV violated the statutory provision on the volume level of advertisements on three occasions, resulting in a total fine of HUF 120,000 for HírTV Zrt. and HUF 10,000 for its executive officer, due to the repeated nature of the infringement.

The Media Council also initiated proceedings against Duna Médiaszolgáltató Nonprofit Zrt. to determine whether media content broadcast on the M1, M2, M4 Sport, M5, Duna, and Duna World channels displaying the “National Consultation” emblem between 1 November and 7 December 2025 may have violated the statutory provisions on the publication of advertising for social purposes and the manner in which it must be distinguished from other media content.
