The supervision and regulation of the electronic communications market are of paramount importance for maintaining an optimal market environment, promoting competition, and protecting the rights and interests of consumers. Through its supervision of the electronic communications market and electronic services, the NMHH ensures predictable operating conditions for users and service providers.

As part of its supervision of the electronic communications sector, the authority ensures that domestic communications service providers – whether offering wireline or mobile (wireless) services, internet access or broadcasting – are operating in compliance with sector-specific regulations. If NMHH detects a violation of rules, it takes action to remedy the irregularity, thereby protecting subscribers’ rights and ensuring fair market competition.

In case of a violation, NMHH may employ a number of measures, such as requiring the provider to cease the violation, imposing a fine, or, in particularly serious cases, ordering the suspension of the service. The authority also monitors the compliance of telecommunications equipment entering the market and takes action to eliminate radio frequency interference.

Electronic communications networks and their associated infrastructure form the foundation of modern communications. Supporting the development of these networks and improving the registration system for them is one of the NMHH’s key responsibilities. The authority issues permits for electronic communications structures (such as towers or linear facilities), operates the national infrastructure registry, and regularly assesses the geographic coverage of high-speed networks. These activities ensure the basic technical conditions necessary for accessing internet, telephone and television services, which are now indispensable for participation in social and economic life.

To ensure effective competition, the NMHH’s responsibilities include, among other things, analyzing markets and identifying operators with significant market power ('JPE' operators). If competition is not sufficiently effective, the President of the NMHH imposes additional obligations on the 'JPE' provider in the relevant market to counterbalance its dominant position and facilitate market entry by new entrants.

As part of its radio spectrum management activities, NMHH ensures the efficient and interference-free use of frequencies for various radio communication applications, in accordance with national and international regulations.

The Authority shapes the regulatory environment with an eye toward the importance of technological neutrality, in order to enable the use of state-of-the-art technologies in line with social and economic expectations. From this perspective, the field of space communications is particularly interesting, where the Authority works to ensure the frequency requirements of satellite services and on orbit coordination; furthermore, NMHH represents Hungary in international organizations, ensuring that domestic interests are upheld in global regulation.

In the field of electronic trust services, NMHH supervises services that facilitate secure online transactions and strengthen user trust. The authority registers service providers, certifies qualified electronic signatures and devices used to create electronic seals, and takes action against unsolicited electronic advertisements, i.e., spam. Supervisory activities ensure that service providers’ operations comply with legal requirements and their own terms of service, thereby contributing to making online administration safer, more economical and more efficient.
