The “KiberPajzs“ (CyberShield) is an educational initiative designed to raise awareness about online user safety and the importance of basic digital security knowledge, by informing customers and users about the risks present in the online space, so that, armed with the right knowledge, they can manage their finances with due caution across various digital devices and channels.

History and participants of the collaboration

The Hungarian National Bank, the Hungarian Banking Association, the National Media and Infocommunications Authority, the Special Service for National Security – National Cyber-Security Center (NBSZ-NKI), and the Hungarian National Police Headquarters, as founding members, signed a cooperation agreement in November 2022 under the name CyberShield, to which the Ministry of Justice joined in March 2023, the Supervisory Authority for Regulated Activities in May 2023, in September 2023 by the Ministry of Economic Development and the Hungarian State Treasury, in February 2024 by the National Defense Service, in December 2024 by Szerencsejáték Zrt., MasterCard, and Visa, and in November 2025 by the Association of Digital Enterprises (IVSZ).

The purpose of the collaboration

The objectives of the CyberShield cooperation are as follows:

  • To significantly increase cybersecurity awareness among the users of digital financial services.
  • To prevent and reduce financial fraud committed in the digital space (e.g. phishing, caller ID spoofing, deceptive online offers).
  • To conduct joint communications and education campaigns aimed at the target groups concerned.
  • To ensure the exchange of information and experience between public authorities, market players and civil society actors.
  • To support assistance for victims, as well as for real-time reporting and advisory channels.

The partnership achieves its objectives by strengthening educational and operational cooperation among the participating parties, through coordinated, consistent, and unified branding elements, the sharing of existing experiences, process improvement, and joint professional activities.

Key tasks undertaken by the NMHH within the framework of the cooperation

Key tasks undertaken by the NMHH within the framework of the CyberShield cooperation include, among others, assessing the intervention options available to electronic communications service providers to make it more difficult to spoof phone numbers and deliver fraudulent SMS messages, and developing a regulatory concept related to this, as well as the implementation of the Financial Internet Hotline Cooperation (PIHE), an information and legal assistance service related to online financial fraud.
