The NMHH is an independent regulatory body, subject only to the law.
It consists of three autonomous organisational units, all with their own powers: the President of the NMHH (President), the Media Council of the NMHH (Media Council) and the Office of the NMHH (Office), whose responsibilities and powers are defined in legislation.
The Media Council’s tasks include, among others, the following:
- monitoring and ensuring the freedom of the press under the Media Act and the Press Act,
- tendering media service provision rights that comprise limited state-owned resources available for media services,
- performing supervisory and control tasks as required by law,
- operating a broadcast monitoring and analysis service,
- making recommendations for the protection of minors,
- adopting a subsidy policy for the funds of the Media Services Support and Asset Management Fund (MTVA), and making decisions on the allocation of these funds.
The Media Council takes the initiative in improving media literacy and media awareness in Hungary, and coordinates the media literacy activities of other state actors.
The Office keeps a register of linear and on-demand media services and video-sharing platform services; sets the media service fees payable by registered operators who have acquired the right to provide media services; monitors compliance with the provisions of the Media Act; and – aside from media services with significant influence and public service media – acts on complaints concerning the obligation of providing balanced information.
