Infocommunications security entails the legal, organisational and technical protection of electronic communications networks and services to ensure their continuous, safe and seamless operation. It includes, among other things, the performance of regulatory tasks related to the designation of critical communication infrastructure as well as administrative functions serving protection and security purposes.

These tasks of infocommunications security at the NMHH are carried out within the organisational framework of the Department for Infocommunications Security, under the authority of the Director General.

Critical entities and infrastructures

Critical entities and infrastructures are a set of systems and organisational actors whose operation is essential for the functionality of the state, for the maintenance of public security, the economy and essential societal services.

In Hungary, the legal basis for their definition is provided by Act LXXXIV of 2024 on the Resilience of Critical Entities, which transposes Directive (EU) 2022/2557 (CER Directive).

In the electronic communications sector, critical infrastructure are networks, equipment, systems and services whose failure, damage or disruption could have a significant impact on essential communications capabilities, the operation of public services, the performance of law enforcement and defence functions, and the operations of economic actors.

These include in particular national and regional communications networks, data transmission infrastructures and the service providers responsible for their operation.

Functions of the NMHH in the field of security administration

Regarding entities that are considered significant and a priority in terms of communications security, the National Media and Infocommunications Authority performs security administration, supervisory and control functions as defined by law.

Its powers are based on Act C of 2003 on Electronic Communications (Electronic Communications Act) and the related implementing regulations and NMHH decrees.

The Authority’s aim is to ensure that the communications sector has at all times the communication capabilities that are essential for it to operate, no matter the risk environment.

As part of these efforts, the Department for Infocommunications Security is responsible for executing the Authority’s defence and security administration tasks, and cooperates with the defence and disaster management bodies and other agencies fulfilling defence and security functions, and ensures the coordination of the defence and disaster management tasks of electronic communications operators.
