The NMHH also plays a role in the regulation and coordination of space-based telecommunications. This role manifests itself in radio spectrum management and international frequency and orbital coordination. The NMHH’s professional strategy specifically mentions that the Authority is responsible for meeting the spectrum demands of satellite services and applications, in line with the national space strategy and international regulatory practices. This includes the allocation and coordination of radio frequencies for spacecraft and the provision of network and spectrum usage conditions for domestic satellite systems.

NMHH experts are also involved in a number of international professional collaborations (e.g. ITU, CEPT, ESA, EU), where they discuss orbital positions, spectrum coordination and issues related to the harmonisation of spectrum usage, as well as other regulatory issues concerning space-based telecommunications. This activity ensures that international space-based telecommunications systems and standards are in line with Hungarian interests.

The Authority’s experts represent Hungary in the work of international organisations such as Eutelsat (European Telecommunications Satellite Organization), ITSO (International Telecommunications Satellite Organization), IMSO (International Mobile Satellite Organization) and Intersputnik (International Organisation of Space Communications).

The Authority’s role includes the conducting of frequency coordination procedures related to the domestic spacecraft infrastructure: interference studies and international satellite orbital positioning consultations. This means that the NMHH notifies the ITU (International Telecommunication Union) of Hungary’s needs, and contributes to the smooth operation of the Hungarian satellite system in the course of international registration and coordination processes.

In summary, the tasks of the NMHH concerning space-based telecommunications are as follows:

  • the integration of satellite services into the Hungarian radio spectrum management system, both in terms of civil, non-civil and international cooperation,
  • conducting domestic frequency coordination procedures, coordinating frequency and orbital positions for spacecraft,
  • carrying out individual authorisation procedures based on the results of the coordination,
  • participation in international space-based telecommunications organisations.
