Media Council imposes fines over exclusionary media content

The Media Council of NMHH has awarded over HUF 126 million in programme production grants to 24 television studios in the third round of the TVÁLLANDÓ2025 tender procedure. The NMHH also found, in two separate proceedings, that the statutory prohibition on publishing media content that could be used to discriminate against a community had been violated.

In the third round of the TVÁLLANDÓ2025 tender procedure, seven applicants received a combined total of over HUF 21 million for the production of public affairs magazine programmes, nine applicants were awarded a total of HUF 88 million for news production, and the Media Council approved grants of over HUF 16 million for eight television studios for the production of cultural magazine programmes. HÍR TV violated the statutory provision prohibiting the publication of media content capable of inciting discrimination against a community through statements regarding people of Roma ethnicity in the programme “Komment”, broadcast on 22 July 2025 starting at 5:50 p.m. As a result, the Media Council imposed a fine of HUF 300,000 on HírTV Zrt., and also obliged the media service provider to publish a notice of the infringement.

Media content published on 30 July 2025 in the online press product Magyarjelen.hu, entitled “The Szuhai brothers beat a Czech rider half to death”, as well as a piece published on 1 August 2025 under the title “When asked about the attack on their athlete, the Hungarian Equestrian Federation was more concerned about racism” in the same press product similarly violated the prohibition on publishing media content capable of inciting discrimination against a community through statements regarding people of Roma ethnicity. Accordingly, the Media Council imposed a fine of HUF 200,000 on the Innovatív Kommunikáció Alapítvány (Innovative Communication Foundation), the publisher of Magyarjelen.hu, and also obliged it to publish a notice of the infringements.

The radio station Körmend FM, broadcasting on 99.8 MHz in Körmend, may have breached its obligations set out in its public contract by broadcasting its programme during the week of 4 10 September 2025. The Media Council therefore initiated proceedings against Rádió 8 Körmend Kft.

A complaint was received regarding the 10 September 2025 broadcast of “Balázsék”, alleging violations of human dignity and classification rules. However, the regulatory review did not find the programme to be in violation, and no proceedings were initiated against Radio Plus Kft.

The Media Council completed its report to the European Commission on the fulfilment of the programme quota obligations relating to European works and independent European works for the years 2022-2024. The requirements for the presentation of European works were originally established by Directive 89/552/EEC, also known as the Television Without Frontiers Directive, back in 1989, and these provisions were carried forward in the Audiovisual Media Services (AVMS) Directive adopted in 2010 as its successor. The 2018 amendment to the AVMS Directive also introduced an obligation for on-demand media services to promote European and independent European works.
