The main objective of the NMHH’s radio spectrum strategy for the 2021–2025 period is for it to act as a responsible spectrum manager ensuring the development of the digital ecosystem and the availability of spectrum assets, which is a limited pool of resources. Its goal is to prevent the radio spectrum from becoming a bottleneck on the path to digital development in the short or medium term.
The radio spectrum strategy responds to the changes that took place over the previous strategic period (2016–2020): these include the changed economic and social environment, the appearance of new technologies, the changes in domestic and international spectrum regulation, as well as the results of the sale procedures concluded in that period. It examines the changes in technologies and their use, the reactions of the market, and the economic and social processes influencing them.
The NMHH defines the vision of
- its spectrum strategy as continuously improving the efficiency of national radio spectrum management by applying state-of-the-art IT systems and technical solutions,
- being guided in its activities by promoting the efficient, professional and consumer-welfare-enhancing use of the radio spectrum, facilitating technological development and
- supporting innovation, and, through it, the development of the digital economy, thereby boosting Hungary’s competitiveness,
- taking into account the effectiveness of market competition, carefully weighing the views and needs of all stakeholders, and striving to conduct competitive tendering procedures to the satisfaction of all,
- as a responsible spectrum manager, giving effect to public health considerations using the means at its disposal,
- playing its part in the fight against climate change through spectrum management, and
- following international spectrum management standards and fulfilling its cooperation obligations with the authorities of neighbouring countries and with international organisations in an exemplary manner, while asserting domestic interests.
The strategy requires, among other things, that the NMHH prepare six bands of the domestic civil frequency set for sale in the 2021–2025 period. On the one hand, it mentioned the sale of the 900 MHz and 1800 MHz frequency bands, and on the other hand, it regarded the 26 GHz frequency band a high-priority issue on the path to 5G implementation. Its sale should be preceded by the relocation of current use to another band (32 GHz), in line with actual service provider needs.
Among governmental needs, addressing PPDR needs are a key issue. However, addressing other spectrum needs, such as the spectrum requirements for vertical 5G or the digital transformation of the energy sector, is also among our responsibilities. The strategy is not merely a list of NMHH’s activities but is also about joint thinking and action in a playing field identified by the parties concerned, serving the interests of consumers and end-users alike.
