Spectrum Management Information System (STIR)

The Spectrum Management Information System (STIR) is an electronic information system created by the NMHH — a web application designed to make the legal provisions concerning frequency use, frequency bands and spectrum management standards, international and national frequency allocation tables and the aids for their interpretation accessible to users and other stakeholders involved in the licensing and spectrum use processes in a clear and interactive manner.

The STIR handles the text of NMHH Decree 7/2015 (XI. 13.) on the national frequency allocation and on the rules for the use of frequency bands (NFFF) on a software interface. The system ensures the display and searchability of the Decree’s text, allowing for the examination of the tabular frequency data, and providing access to the related annexes, definitions and interpretation aids. This way, the NMHH makes the complex legal and technical documentation system of spectrum management easy to use and user-friendly for legal practitioners and other stakeholders.

STIR’s function is not only to act as a digital repository of legislation but also to allow the fast and accurate querying of spectrum management rules. Users can use simple or complex filters to query the elements of the International Allocation Table (NFT), the National Frequency Allocation and Usage Rules (NFFT) and the related technical and legal requirements. The interface is also available in English and offers graphical visualisation modes to make complex tables easier to review.

The system is intended to support the day-to-day work of spectrum management experts, as well as to inform the wider professional and non-professional public. This way, the NMHH promotes legal compliance, efficiency and the international harmonisation of spectrum use, and supports licensing procedures and decision-making relating to spectrum use issues.

The STIR is continuously developed by the NMHH, incorporating user feedback to improve usability.
