The NMHH also contributes to the field of satellite communications, with regard to the efficient use of the radio spectrum, the smooth operation of services and the harmonisation of the domestic and international regulatory environment. Its activities include frequency management, licensing, supervision and participation in professional cooperation.

Legal and regulatory tasks

The basis for the regulation of satellite communications is based on the legislation on electronic communications and the pertaining NMHH decrees. The Authority is responsible for ensuring the proper use of the satellite frequency bands, achieving national frequency management objectives and harmonising the operation of satellite systems with other infocommunications services. Within this framework, the NMHH participates in the designation of frequency bands, the definition of the conditions of use, and the enforcement of technical requirements.

Authorisation and spectrum management

The Authority is responsible for issuing, amending and withdrawing frequency use entitlements for satellite systems, and for authorising the installation and operation of satellite earth stations and the related equipment.

In the licensing procedures, the NMHH examines technical compliance, the conditions for interference-free operations, and compliance with international requirements.

Satellite broadcasting

Television and radio broadcasts are also transmitted via satellites in geostationary orbit. In order to receive and decode the digital signal of these subscription-based programmes, a satellite dish and a set-top box are required on the ground side. Nowadays, this method of broadcasting is on the decline.

Supervisory and monitoring activities

The NMHH carries out regular spectrum monitoring and supervision activities to oversee the operation of satellite systems. The Authority examines the lawfulness of frequency use, deals with cases of interference and, if necessary, takes action to terminate any unlawful use or harmful interference. Its supervisory activity contributes to the operational security of the services and to the protection of users.

Support for market participants and development projects

The Authority assists the lawful operation of market actors through information notices, technical guidelines, and by keeping registers. The NMHH supports the introduction of innovative satellite solutions, as well as connections to domestic and international development programmes, thereby facilitating the advance of modern telecommunications infrastructure.

International cooperation

Given the global nature of satellite communications, the NMHH is actively involved in international regulatory and coordination processes. The Authority contributes to the professional work of the International Telecommunication Union (ITU) and to discussions taking place in European cooperation forums, in particular the European Conference of Postal and Telecommunications Administrations (CEPT) and its specialised committee dealing with radio spectrum management, frequency harmonisation and technical compatibility, the ECC. This engagement ensures that domestic regulation is in line with international frequency allocation and harmonisation principles.
