Universal service
The legal basis for the regulation of the universal electronic communications services is provided by Section 117 and Section 163/L of Act C of 2003 on Electronic Communications (Electronic Communications Act) and NMHH Decree No. 19/2020 (XII. 18.). The President of the NMHH monitors and regularly verifies the availability of adequate broadband internet access and voice services, confirming that they are offered throughout Hungary at fixed locations, within the scope of universal service, and at affordable prices. The President regularly reviews the necessity of operating public payphones, providing a national directory service, and maintaining the availability of a subscriber directory as universal service elements. The President reviews such obligations every three years, and if they find that there are no grounds for maintaining these services as a universal service element, no universal service provider shall be designated for that service element from then onwards. If there are grounds for maintaining the service as a universal service element, they shall publish a call for tender, after which one or more universal service providers will be designated.
Fixed internet and telephony
In their decisions, the President of the NMHH has designated universal service providers in order to ensure the availability and affordability of fixed broadband internet access services and voice services.

National directory service
In 2025, the President of the NMHH reviewed the maintenance of the national directory service as a universal service, and concluded that its continued operation was justified. According to the decision published in March 2026, the service will continue to be operated by Magyar Telekom Távközlési Nyrt. as a universal service provider.
The decision is the result of a multistage regulatory process, which started in 2025 with a comprehensive assessment of the grounds for maintaining the service. In view of the above, the NMHH concluded that there were still grounds for continuing the national directory service as a universal service.
