Rules for intra-EU calls

The regulation of calls within the EU covers both retail charges levied on subscribers (consumers) and wholesale charges applicable to arrangements with partner service providers.

Elements of the regulation

  • capping retail mark-ups for regulated roaming services between mobile networks, such as making and receiving calls, sending SMS messages, and using packet switching services (including sending and receiving MMS messages), as well as providing alternatives;
  • capping retail charges levied on subscribers (consumers) for making intra-EU calls and sending SMS within the EU, as well as providing alternatives;
  • setting maximum wholesale mobile and fixed call termination rates, valid throughout the EU.

The aim is to ensure that users of public mobile communications networks need not pay excessive prices for intra-EU roaming services when travelling within the EU, relative to national competitive market rates.

It also aims to establish common rules so that subscribers (consumers) are not charged excessive fees for the use of number-based interpersonal communications services originating in the Member State of the consumer’s domestic provider and terminating in another Member State on a fixed or mobile number.

Meanwhile, capping wholesale mobile and fixed call termination rates aims to achieve a unified digital market within the EU.
