In the first phase of the project, the database-based (xml) electronic administration of communications structure authorisation was implemented and the closely related Single Sectorial Planning Support System (ESZTER) was developed. In the second phase, the system will be upgraded to make it suitable for uploading and registering existing network infrastructure assets by operator. The ultimate goal for the resulting Communications Network Register is to effectively support the NMHH’s other activities (interference investigations, analyses, asset sharing and spare capacity checks) as well as to satisfy the data needs of public authorities.
Operators, planners and government entities will have more detailed access (e.g. about backbones, main distribution points, shared networks) with limited and controlled permissions in line with their respective market roles.
By deploying a single database for the entire Hungarian communications system, Hír-Közmű will create an unprecedented data asset, comparable to the land registry system in terms of significance. This new system will have an impact on the entire communications sector, and in turn on the Hungarian economy as a whole.
