Welcome Address by the President

The National Media and Infocommunications Authority’s (NMHH) medium-term strategy until 2026 is based on the premise that, while we can only guess what the digital future holds for Hungary and Hungarian society, whatever challenges the development of technology may bring, the opportunities for individual freedom and the security of the community will remain a core value and objective for the Authority’s activities in the fields of media, communications and postal services.

Regarding media services, our most important medium-term strategic objective is to promote a healthy and balanced development in the industry. In that context, our main tasks in the areas of regulation, partnership and education are as follows:

  • to prepare for the challenges of European legal harmonisation,
  • to keep up to date with changes in the media market and to learn about the emerging new media culture,
  • to develop a system of media market cooperation agreements with service providers, universities and NGOs,
  • to broaden the range of self-regulation and co-regulation tools with a view to ensuring swift and effective enforcement and reducing the Authority’s administrative burdens,
  • to communicate the media market-related initiatives and decisions of the Authority clearly and effectively,
  • to help consumers in using digital media services based on as much information, with as much satisfaction and as safely as possible.

We can meet these challenges best if the Authority’s operation, market and social partnerships and consumer information are all based on a sound and factual assessment of the situation. In that respect, the NMHH’s annual, comprehensive, sector-wide Media Market Report, published for the second time this year, is of particular importance.

It offers a data-driven starting point and trend analysis on the fields of radio, television, print and online media, new media platforms, cinema and film, news consumption and advertising markets, thus helping us in carrying out our regulatory tasks, shaping our cooperation, communication and training programmes, and enabling joint professional reflection and debate.

We believe that this systematic overview, presenting both the latest available annual data and indicative trends, will be of interest and use to actors in the business and public administration sectors and also to consumers interested in key media trends.

This year’s edition has been strongly motivated by the unanimously positive reception of last year’s Media Market Report, proving that an objective and structured professional approach can generate meaningful, forward-looking discourse in highly sensitive areas and often ideologically or emotionally charged areas such as the diversity of media consumption, the role of press freedom in the digital age, or the market-distorting impact of global platforms in the online media and advertising markets.

I am proud to present to you the NMHH’s Media Market Report for 2023. This year, some new chapters and brief articles on various interesting phenomena, new services and sub-market trends have been added to the publication. We strive to keep up with the pace of technological development and the constantly evolving commercial and regulatory environment, and to present to our partners and the general public a publication providing a clear and professionally sound description of the diverse and exciting processes in the media market.
