National numbering plans

The International Telecommunication Union (ITU) requires member countries to publish freely accessible information on their national numbering plans (ITU-T E.164) in accordance with Recommendation ITU-T E.129. The ITU collects and makes available the national numbering plans on its website.

Non-identifiable phone numbers

According to the Electronic Communications Act, the Authority keeps an electronic register of non-identifiable phone numbers. Calls initiated to phone numbers designated by the Authority as non-identifiable phone numbers may not be marked on the calling subscriber’s bill or on the attached billing records.

NMHH Decree 4/2012 (I. 24.) sets out the rules for the data protection and confidentiality obligations related to electronic communications services, the special conditions of data handling and secrecy, network and service security and integrity, the handling of traffic and billing information, and calling line identification and call transfer.

Emergency numbers

Emergency phone numbers are three-digit short numbers that enable access to emergency services (ambulance, fire brigade, police). Emergency numbers can be called free of charge. The NMHH does not issue assignment authorisations for these numbers; their use is mandatory for telephone service providers even without assignment, in accordance with the statutory requirements.

Technical phone numbers

A technical phone number is a phone number in the format specified by the international numbering plan, designated on the basis of the national numbering plan, which is not assigned to a subscriber, and the sole purpose of which is the routing of the call in the electronic communications network. Any telephone service provider may request the publication or deletion of technical phone numbers in the number range assigned to them.

Donation numbers starting with 135 and 136

Donation numbers are short numbers that allow public-purpose donations to be made using the cost of the call or text message. Priority donation numbers are four-digit numbers starting with 135, while numbers used for collecting public-purpose donations are five-digit telephone numbers starting with 136.

Mental help and support hotlines starting with 137

Mental help and support hotlines are short numbers enabling toll-free access to organisations that offer psychological assistance and support. These five-digit numbers start with 137 and are toll-free for callers, with the charges payable by the organisation dialled.

Public information and support service numbers starting with 18

These short phone numbers allow national access to services of public interest, as well as the sending of public alert and emergency information messages. These public interest information and support service phone numbers may be used to provide information or support services serving the interests of a larger community or society at large (e.g.: speaking clock, government customer information line, tax authority information line, etc.).

Harmonised public interest service numbers starting with 116

These phone numbers are the numbers of the services proposed by the European Union for introduction with the same call number throughout the territory of each Member State, also known as the harmonised services of social value. They enable free access to public interest services that operate for the well-being and safety of citizens or groups of citizens, or to help citizens in distress.

The maximum charge for premium-rate, capped-fee services

In accordance with the provisions of Section 23(3)(c) of NMHH Decree 14/2020 (XII. 15.) on the national allocation plan for the identifiers of electronic communications networks and on the rules of identifier management, the National Media and Infocommunications Authority shall publish on its website the fee limit relating to premium-rate, capped-fee services.

The maximum fee payable by the customer for the use of the premium-rate, capped-fee services is HUF 1,000, including tax.

Public opinion poll phone numbers

Pursuant to the Electronic Communications Act, opinion pollsters are obliged to provide the National Media and Infocommunications Authority and the communications service provider with the telephone number used for the purpose of polling, thirty days before the poll is to be conducted.
