4. Documents required for the licensing procedure
- For an application for an individual amateur radio operator licence
- a completed and signed form
- a copy of the examination certificate, if it was issued abroad or if it was issued in Hungary before 1 January 1998 and has not yet been presented since 30 September 2009,
- in the case of an applicant lacking legal capacity, the consent of the legal representative.
- For an application for a community amateur radio operator licence
- identification data for the social organisation/educational institution,
- a copy of the decision on the registration of the social organisation (if the organisation does not already have an amateur radio operator licence),
- a completed and signed data sheet,
- the identification data and signature of the natural person representing and authorised to sign on behalf of the applicant,
- the details of the "HAREC"-grade lead operator, with electronic or telephone contact details, and the call sign of their individual amateur radio operator licence.
- For an application for a special amateur radio operator licence
- data sheet with information about the special station,
- a statement from the representative body (MRASz) (this must also be attached upon each renewal of the amateur radio operator licence, as the MRASz opinion is only valid for the duration of the licence).
5. Guide
The fee for the administrative procedure for issuing an amateur radio operator licence is HUF 0.
There is no monthly fee payment obligation for an amateur radio operator licence.
The administrative time for issuing an amateur radio operator licence is 42 days.
The operation of an amateur radio station requires an amateur radio operator licence.
- An individual amateur radio operator licence may be issued to a natural person who:
- holds a "beginner", "basic" or "HAREC" grade certificate issued in Hungary, or
- holds a "CEPT NOVICE" or "HAREC" grade examination certificate, or
- holds an amateur licence issued abroad which is not an "Entry Licence", a "CEPT Novice Licence" or a "CEPT Licence" grade licence.
- A community amateur radio operator licence may be issued to a community of amateur radio operators.
- A special amateur radio operator licence may be issued to an amateur radio operator holding a "HAREC" grade radio amateur exam certificate; or to a radio amateur community with a lead operator holding a "CEPT Licence" grade amateur radio operator license, if the operator or community intends to operate:
- an amateur radio repeater station, gateway station or transmitting station, operating by voice, telegraph or digital transmission; or
- a community-operated amateur radio station broadcasting technical and traffic information to radio amateurs, or
- an occasional amateur radio station participating in national and international amateur radio competitions, anniversaries and events.
A natural person holding an amateur radio operator licence issued abroad, provided that the licence is not an "Entry Licence", a "CEPT Novice Licence" or a "CEPT Licence" grade licence, may be issued an individual "CEPT Novice" grade amateur licence for a maximum of three months per year.
With the exception of the orienteering special amateur radio station, all applications for special amateur radio stations must be accompanied by a MRASz opinion.
6. Validity period for radio broadcasting licences
- The validity period of an individual amateur licence is 5 years.
- The validity period of a community amateur licence is 5 years, but may not exceed the validity period of the lead operator's individual amateur licence.
- The validity period of a special amateur station, except for occasional stations, is 5 years, but may not exceed the validity period of the lead operator's individual amateur licence.
- The validity period of an occasional amateur station is the duration of the event concerned, but may not exceed 1 year and may not be longer than the validity period of the lead operator's individual amateur licence.
7. Further information on licensing
The various amateur radio licences entitle the holder to use the corresponding frequencies set out in NMHH Decree 15/2013 (IX. 25.) NMHH on the amateur radio service and Chapter 9 of Annex 3 of NMHH Decree 15/2012 (XII. 29.) on the establishment of national frequency allocation.
The holder of the licence may request its extension in writing from the Authority no more than 60 days before the expiry date of the amateur radio operator licence.
If any of the information in the amateur radio operator licence changes, a modification of the amateur radio licence must be requested within 30 days.
