Radiospectrum Committee (RSC)

The Radio Spectrum Committee (RSC) is the comitology committee responsible for developing harmonized EU conditions for radio spectrum use. The RSC was established by Decision No 676/2002/EC of the European Parliament and of the Council of 7 March 2002 on a regulatory framework for radio spectrum policy in the European Community (Radio Spectrum Decision).

The RSC contributes to the development of binding implementing measures for the harmonization of technical conditions for the availability and efficient use of radio spectrum at EU level. The RSC is a proposal-making, decision-preparing body composed of representatives of the Member States.

Harmonization processes begin and end in the RSC. The Commission proposes a mandate for the development of harmonized technical conditions for a given topic, which it sends to the CEPT. The draft mandates are discussed by the RSC and the votes of the Member States are counted in accordance with the Lisbon Treaty. The RSC is chaired by the Commission.

The tasks of the Member States include providing expert opinions on the language versions of technical harmonization decisions, presenting the implementation in each Member State, regular reporting, and monitoring spectrum use.

Hungary joined the RSC as an observer before joining the EU, and became a full member upon accession in 2004. The RSC meets four times a year, with the NMHH delegating representatives from the Member States.
