Council of the European Union
The Council of the European Union is an institution representing the governments of the EU Member States. As one of the main decision-making bodies, together with the European Parliament, it adopts EU legislation and coordinates EU policies. In most cases, it discusses and adopts legislative acts jointly with the European Parliament under the ordinary legislative procedure, also known as "co-decision." Co-decision is used in policy areas where the EU has exclusive or shared competence with the Member States. In such cases, the Council legislates on the basis of proposals submitted by the European Commission.
The Council is composed of ministers from EU countries who are authorized to commit their governments to implementing the measures adopted at Council meetings. Measures relating to the electronic communications and postal sectors are discussed at meetings of the Transport, Telecommunications and Energy Council (TTE).
NMHH experts assist the work of the Council's working groups by formulating professional opinions on issues affecting the authority, thus indirectly contributing to the preparation of Transport, Telecommunications and Energy Council meetings.
