The Central European Regulatory Forum (CERF) was established on december 15, 2009, by the electronic media supervisory authorities of the Czech Republic, Hungary, Poland, Romania, Serbia, and Slovakia with the aim of enhancing cooperation among regulatory authorities in the region. Croatia and Slovenia later joined the organization. The professional objectives set out in the organization's founding charter include the effective and rapid handling of complaints relating to cross-border audiovisual content, the development of a common position on European Union legislation affecting the audiovisual sector, and the sharing of best practices in professional work.

The organization meets once a year, providing an opportunity to exchange experiences on the most important issues in the audiovisual field. The agenda of CERF meetings regularly includes topics related to the protection of minors, the regulation of commercial communications, and program monitoring.
