Media service providers in this category are required, among others, to broadcast a specific amount of news programmes, with criminal news no more than 20% on an annual average, and they are also to ensure that at least one-fourth of the broadcast cinematographic productions originally shot in a foreign language are available in the original language.

Each JBE service provider has at least 15% of the annual average audience share and at least one of their media services reach 3% of the annual average audience share. When rating a media service provider as a JBE, NMHH takes into account the relevant facts and circumstances, with special emphasis on the annual average audience share. Currently three media service providers are considered to have substantial influence in Hungary: TV2 Média Csoport Kft., Magyar RTL Televízió Zrt. and Duna Médiaszolgáltató Nonprofit Zrt.
