The draft tender documentation of the national spectrum licences available in the 3400-3800 MHz frequency band is public and may be commented up to 30 March

The National Media and Infocommunications Authority published on 10 March 2016, on its website the draft tender documentation for the auction procedure of the 3400-3800 MHz frequency band for commenting.

Those interested have 20 days to submit their comments to the Authority.  In addition to sending their comments, those interested may express their opinion in person, as the Contracting Authority shall hold a consultation on March 22 for the clarification of questions, where market actors can see the technical and procedural information document of the National Media and Infocommunications Authority and raise questions regarding the phases of the process and the documentation itself. The Authority shall respond to these questions in writing and publish the answers on its website within 10 days of the consultation.

One of the most significant missions of the National Media and Infocommunications Authority is to grant every citizen the equal right of accessing infocommunications assets, to protect the rights and interests of subscribers and consumers, and at the same time ensure fair competition on the infocommunications market. The Hungarian authority has, at all times, aimed for a proactive frequency management, particularly since its operation as a convergent authority. The authority has always been a forerunner in managing the scarce resources in an effective, timely and responsible manner, thus facilitating the technical development. The licences in the 3400-3600 MHz frequency band granted earlier for a period of 15 years will expire on July 30th of this year, thus it was appropriate to announce the auction procedure for the 3400-3600 MHz frequency band, while there was a market interest in the 3600-3800 MHz frequency band. The joint auction of the two bandwidths in one single procedure is justified by their identical rules and possibilities of operation and the demand for both at the same time. The auction of the band is regulated by the 2012-2016 spectrum management policy of the National Media and Infocommunications Authority.

The finalised announcement and the complete documentation is planned to be published in the middle of April.
