5. Required documents

During the official inspection (regulatory control) of a radio system (radio station, radio communication network, radio communication system), the operator must have one of the following documents containing the regulations concerning the frequency use:

  1. a radio licence or a radio licence (trial);
  2. a copy or extract of a radio licence or a radio licence (trial);
  3. a certificate of operation, which includes
    • the name and address of the licensee issuing the certificate;
    • the registration number of the certificate;
    • the original registration number of the radio licence, its period of validity, the name of the licensing authority;
    • the name and address of the operator;
    • the type of radio equipment;
    • the permitted operating frequency and channel;
    • the conditions and restrictions of installation, operation, transmitting and, in the case of a mobile or portable radio station, the area of operation;
    • the period of validity of the certificate;
    • the licensee's signature and stamp imprint.
  4. a document held with the licensee containing at least the following:
    • the original registration number of the radio licence, its period of validity, the name of the licensing authority;
    • the name and address of the operator;
    • the type of radio equipment;
    • the permitted operating frequency and channel;
    • the conditions and restrictions of installation, operation, transmitting and, in the case of a mobile or portable radio station, the area of operation.
  5. copy of the conformity certificate of the radio equipment;
  6. technical documentation for conformity assessment based on the specific request of the authority.

6. Guide

During the individual licensing procedure, the authority verifies the content and validity of the document certifying the conformity of the radio equipment, and the technical for the conformity assessment based on the specific request of the authority.

After installation or during operation, after prior consultation, the authority checks, in case of an EU conformity declaration, whether the radio equipment has been marked in accordance with the NMHH Decree on radio equipment.

The licensee shall ensure compliance with the requirements of the radio licence by the operator.

The licensee

  • shall present during the on-site official inspection (regulatory control), via an operator one of the documents, the licensee’s choice which one, containing the regulations concerning the frequency use,
  • shall check or take measures to carried out checking the fulfilment of the requirements and conditions specified in the radio licence in a planned manner – or in case of a presumption of a deviation, out of turn –, and keep the inspection report until the next inspection report in the same subject is completed.

To ensure the conditions of the official inspection (regulatory control), the licensee notified of the commencement of the inspection shall be obliged to

  • provide the data and documents requested by the authority (VRFGI/NARFA HU or NMHH measurement service),

make the radio equipment and radio systems subject to the inspection suitable for inspection and operation.

7. Information

Official control shall be performed by the NMHH monitoring team on site or remote receiving transmitted signals and/or using administrative tools.

The persons carrying out the official controls certify the legality of their activities with a set of so-called official certificate consisting of a landscape format plastic card and a numbered metal-plastic composite identification badge.

Order of the radio measuring activity:

  • Non-civil radio measuring activities are performed by the NMHH measuring service.
  • Radio measuring activities include measurements and their evaluations related to official control, interference elimination, radio surveillance, radio monitoring and other metering services.

Radio surveillance, radio monitoring and other metering service activities are regulated by 7/2012 (I. 26.) NMHH Decree on certain official procedures of civil frequency management.

8. Data management, the customer's data protection right

The data and information obtained during the official inspection may be used only during the official activity – in compliance with the relevant legal regulations.

The authority (VRFGI and NMHH measurement service) uses the perceived or recorded information content of radio broadcasts only for the detection and proof of irregularities and infringements related to non-civil frequency management.
