Criminal complaint
If you believe that you have been the victim of a criminal offence, you have the right to make a criminal complaint; if you are a minor, you can file the complaint together with your statutory representative or legal guardian, such as a parent.

What is a criminal complaint?
A criminal complaint is a submission without formal requirements, a communication that may be made orally, in writing or electronically, or in person, through a statutory representative or an authorised representative.
A criminal complaint is one of the most important elements of criminal proceedings, as in most cases it is necessary to make a criminal complaint in order to bring the suspected criminal offence or administrative offence to the attention of the authorities.
The right to make a criminal complaint is open to everyone, except for criminal offences prosecuted on private initiative (e.g. trespass, harassment, insult, etc.), so anyone (natural or legal person) can do so, even anonymously.
The possibilities for making a criminal complaint:
- orally: the criminal complaint can be made in person at any prosecutor's office or investigating authority (police, National Tax and Customs Administration, investigating prosecutor's office), but it is advisable to contact the police station of your place of residence;
- by postal service;
- electronically:
- by phone, by e-mail using one of the online contact details of the prosecutor's offices or investigating authorities,
- via the Citizen Portal on an e-form: https://ugyintezes.police.hu/panasz-ugyintezes.
It is important to note that other authorities (e.g. local governments, courts) are also obliged to receive the criminal complaint and to forward it to the competent investigating authority.
