Active professional collaboration under the CyberShield initiative

Experts shared their views on institutional practices related to online abuse and more at the most recent meeting of the Operational Decision-Making Board of the CyberShield cooperation. The Project Steering Committee brings together delegates from partner organisations to consult each other and make decisions on key issues concerning the professional and operational framework of the cooperation. The meeting was hosted by the NMHH.

Following a welcoming address by the NMHH’s delegate, Strategy Director Miklós Endre Kovács, the meeting participants were informed about the main tasks carried out by the three (communication, legal and operational) working groups under the cooperation, while the experts involved provided an update on the newly established the ‘CsalásRadar’ Fraud Detection Expert Group for the up-to-date detection of cyber threats. In addition, the participants also reported on their institutional practices related to online abuse, revealing that investment fraud and phishing committed by misusing the name of the National Tax and Customs Administration and the Hungarian State Treasury are among the most common types of fraud.

The meeting also included a presentation on the progress made on the establishment of the Financial Internet Hotline (‘PIHE’), coordinated by the NMHH as the managing authority, and the prevention of spoofing. On behalf of the NMHH, Head of Department and CyberShield Institutional Coordinator Kamilla Karácsony explained that the implementation of the Financial Internet Hotline, an online financial abuse information and legal assistance service, has moved on from the preparatory phase to the pilot phase. On the issue of spoofing, the expert pointed out that operators have been required to screen international non-mobile voice calls since October 2025 and a significant number of calls have been filtered and blocked as a result. 

Furthermore, the participants heard reports on the success of the Leaders’ Breakfast held for senior officials of the participating institutions in February this year and the current status of the process for organisations identified as potential supporting partners to be involved in the cooperation.
