The NCAH regulates the Hungarian communications markets by decisions in accordance with the Act 100 of 2003 on electronic communications. The Board of NCAH performs the analysis of electronic communications markets as stipulated in the legislation of electronic communications, in the course of which takes into account the national particularities as well.
During the market analysis the NCAH identifies the relevant market, analyses the competition existing in the markets and its efficiency and identifies the presence of the significant market power.
The Board publishes its draft decisions prepared on the basis of the market analyses then passes the final decisions taking into consideration the results of the national consultation.
The Board may impose various obligations on the operators having significant market power in the same decisions, inter alia preparation of reference interconnection offer (RIO), reference local loop unbundling offer (RUO), application of cost-based prices, etc. Approval of reference offers, rulings in legal disputes are also stipulated in decisions to be published.
The Office of the authority passes decisions in issues related to frequency usage, market surveillance, electronic communications structures, postal services, etc.
