Dr. András Koltay

Dr. András Koltay is a lawyer and Research Professor at the University of Public Service, and also Professor of Law at the Pázmány Péter Catholic University, Hungary. He received LL.M. degree in Public Law at the University College London in 2006, and PhD degree in law at the Pázmány Péter Catholic University in 2008.

Dr. Koltay served as a member of the Media Council from 2010 to 2019. Additionally, he assumed the role of Chairperson for the Internet Roundtable on Child Protection between 2014 and 2017. He has been a member of the public body of the Hungarian Academy of Sciences since 2016. Between 2018 and 2021, he served as Rector of the University of Public Service. He has been the President of the National Media and Infocommunications Authority and the Media Council since 2021.

His main areas of research are freedom of expression, media law, and personality rights.

His latest monograph, New Media and Freedom of Expression, was published by Hart in 2019. He is the co-editor of Blasphemy and Freedom of Expression (Cambridge University Press, 2017, together with Jeroen Temperman), Comparative Privacy and Defamation (Elgar, 2020, together with Paul Wragg), and Global Perspectives on Press Regulation, Vol. 1 and 2 (Hart, 2023 and 2024, together with Paul Wragg). He was a speaker in more than 200 conferences in several countries.

He is Editor-in-Chief of the law journal Iustum Aequum Salutare and also the academic journal In Medias Res, dedicated to press freedom and media regulation. Furthermore, he is the Chairman of the editorial board of the journal Pro Publico Bono.
